Yes, ANYONE can enter any tattoo or piercing they like to. Fresh or healed just make sure it's entered into the correct category. You nor your artist has to have a booth at the event to enter the contests. The only categories that require the tattoo to be done at the event are, the Best of Day & Best of Show categories.
